“北辰论坛”是由上海宏润博源学校学生会创立并组织的学生“议政”活动。《论语·为政篇》中有曰：“为政以德,譬如北辰,居其所而众星共之。” “北辰论坛”的名字也由此而来。4月26日CAS时间，北辰论坛在礼堂举行，由学生会主席蔡晗啸主持，全校师生参与讨论。除了学生，Chris校长也提出议题，学生提问激烈，场上几乎每个议题都有师生进行来来回回的多轮问答。

The CAS session on April 26th saw the “Beicheng Forum”in the school auditorium, at which teachers and students met to discuss school affairs. The forum was hosted by Hanxiao Cai, president of the ASB, and all teachers and students joined in the discussion. In addition to students, Principal Chris also raised a issue.Students asked questions enthusiastically. Teachers as well as students present at the forum experienced back and forth many rounds of Q&As centering on each topic.

吴同学、华同学作为学生会的社团部部长，他们提议学校给予社团一定的预付资金，让社员的采购过程更加高效，缓解社团的经费压力。

As secretaries of clubs in the ASB, William Wu and Jack Hua proposed that the school grant clubs certain amount of advance funds to make the purchasing process more efficient and relieve clubs' financial pressure at the beginning.

这是组上讲坛议题的同学，开放提问时间后，同学们便热烈地参与了进来：“这笔资金是固定的吗?”“使用资金的多少会影响到最后的社团评比中的社团奖金供给吗?”两位社团部长从容地回复同学们关于此提案的疑问。

When the floor was open for the audience, students raised many quesions on the proposal, “Will it be a fixed amount of funds?” or “Will the amount of bonus each club get as a result of the final evaluation of clubs be influenced by how much funds each club has spent?” The two secretaries answered each question calmly.

党同学、包同学是学生会体育部部长，他们的议题是：所有体育场地的临近都应该另外设置垃圾桶。他们以训练房一位击剑社同学因踩到空塑料瓶而滑倒、撞到体育器材，只因戴着头盔而幸免于头颅受损这一案例，让大家认识到乱丢垃圾问题的严重性。

As secretaries of sports in the ASB, Eric Dang and Austin Bao proposed that more trash cans should be placed near all sports fields. In order to raise our awareness of garbage disposal, they cited a case in which a member of the fencing club slipped over on an empty plastic bottle and hit against the sports equipment in the head, but fortunately avoided being injured because he was wearing a helmet.

丁同学说：“把垃圾桶放置位置设立在码头更好。

黄同学表示：“赞成在网球球场内放新的垃圾桶。”

这时，金老师和贺老师要求发言：瓶装水里有塑料颗粒，对人体有害是公认的;运动后喝冷水对身体无益，她们提出垃圾随手带走，而且要尽量带水杯，不产生垃圾。

Smile Ding argued that it would be better to place trash cans near the dock.

Tiffany Huang gave her approval for the proposal that trash cans be placed in the tennis courts.

At that time, Ms. Jin and Ms. He voiced their views that particles in plastic bottles are known to be harmful to health, and that drinking cold water after doing exercise does no good to health, so they suggested that students take away their garbage. Then Ms. Miao also joined in the discussion.

主持人蔡同学补充一则学生会同学捡拾教室垃圾每天、每周、每学期化去工作时间，这些时间累计数字，令人震惊。

Hanxiao added that the accumulated amount of time that ASB members spent per day, per week, and per semester picking up garbage in classrooms was shocking.

话题峰回路转，最后，包恒恺同学总结：“校园公共场所垃圾遗留问题虽然可以通过增设垃圾桶改善一些，更重要的是同学们要养成随手带走垃圾的习惯，要有“公德心”。刘刘校长也参与每个议题。

“Teachers always remind us to dispose of our garbage in public areas on campus.” Austin concluded the discussion with a sudden change of topic, “ As a matter of fact, we not only need to add more garbage bins , but also, more importantly, we need to raise our awareness of civic virtue.” Principal liuliu joined in the discussion of each topic.

到这时，北辰论坛“有辩论的感觉“了。带着理性和批判性思维去思考，岂不是一乐事?

By then, Beicheng forum sounded as if it were a debate. Wasn’t it fun to employ critical thinking?

第三场演说比较特别，由外方校长Chris提出议题、孙璠同学口译，是五组中的唯一的“教职组”，关于校园网网速问题，关于页面登陆，以及教学楼和宿舍网络使用，Chris校长一如他那幽默而又权威的语气说，寝室是休息的地方，不需要更快捷的网速，感觉好戳心呐。

What was unusual about the third issue was that it was the only one put forward by a faculty member. Principal Chris raised the issue about wifi connection on campus, login to websites and the use of wifi in both teaching building and dorm building, while Eileen Sun interpreted for him. To address some students' concern, Chris said in his usually humorous and authoritative manner that students do not necessarily need faster wifi connection in the dorm building.

冯同学的议题是“匿名意见反馈系统”的使用，当有同学问，提出意见，怎么知道是否改进了?通过该平台发泄个人情绪，说脏话怎么办?冯同学以及蔡主席坚决地说，匿名提议，但有辱骂或有损人格的语言坚决抵制。

Selina Feng proposed her issue on the use of “anonymous submission platform”. When someone asked a question,or gave his or her opinion, how could we know that it had been improved? What if someone hurled abuse at someone else through this system? Selina and Hanxiao firmly said that if someone used abusive or demeaning language, we would surely be able to put some effort in finding out who he is.

“铃声变更”议案个人认为有比较完整的议案格式：为什么提议更改铃声，更改铃声的音乐以什么为标准，筛选铃声的过程。不出意外，有同学问，为什么一定使用西方古典音乐、时长能否变动等。封黄锦楷和蔡同学一一回答。

In my opinion, Felix’s proposal on the change of bells for class had a good structure. Why did we suggest changing the bells? what rule should we follow when changing the music as well as the process of choosing the bells? Unsurprisingly, some students asked why western classical music should be used and whether we could change how long the bell lasted. Felix and Hanxiao answered each of those questions patiently.

让同学们有说话的地方，有话公开说，这是“北辰论坛”为校园社区做出的贡献，期间同学们的参与真正体现了主人的立场和意义。

Beichen Forum contributes to our school community by providing students with a platform or opportunity to express our concerns in public. Through joining in the discussion, students have really enjoyed acting with a high sense of responsibility as masters of this community.

补注：“北辰”出处：《论语·为政第二》：“子曰：‘为政以德，譬如北辰，居其所而众星拱之。’”意思是“以道德原则治理国家，就像北极星一样处在一定的位置，所有的星辰都会围绕着它。” “北辰”就是今天上台发表演说的老师和同学，“众星”则是其他坐在台下聆听、并补充自己观点的诸位老师和同学。

“Beichen” means "to govern the country by moral principles, like the North Star in its place, and all the stars will surround it." "Beichen" is just like the teachers and students who raised the issues and spoke in the auditorium today, and "stars" are other teachers and students who sat in the audience to listen and add their own views.
